The outer membrane of chloroplasts is less selective than the inner membrane.

The outer membrane is made up of a lipid bilayer with many proteins that allow the movement of ions, small molecules, and metabolites in and out of the chloroplast.

The inner membrane, on the other hand, is much more selective and contains specialized transport proteins that regulate the passage of molecules into and out of the chloroplast, ensuring that only specific molecules needed for processes like photosynthesis can enter.
