The outer membrane has transport proteins to move pyruvate into mitochondria.

The outer mitochondrial membrane contains porin proteins, which form channels that allow small molecules, including pyruvate, to pass through. Once inside the intermembrane space, pyruvate is transported across the inner membrane into the mitochondrial matrix, where it is further processed in the citric acid cycle (Krebs cycle).
